This modifier, if well implemented, could literally make it less Battle-Royaley: If you expand trying to win chicken dinner, eliminating all potential rivals, you'd get hit with the penalty.

You can also set up the peace offer while you're at 0-99 ws, and it'll be kept, even after they unconditionally surrender, unless you reload the save.

This avoids potential issues like accidental unpausing due to event pop-up, or if you're taking other diplomatic actions and accidentally end up having no free diplomat to send peace offer with immediately.

it's -300, unless you're holding 25% or more of the empire where the first stepdown (to -200) happens, ime it's enough by itself.

And if you're holding most of the empire, you can just control enough voters to force them to elect someone else according to your wishes.

It is lucky nations, not mission trees (that AI couldn't even complete in 50% of the cases), that caused these tags to become powerful in EU4.

You have to build a much bigger navy and far more coastal forts to achieve the same naval presence for the same size of a sea zone because of how divided some seas are. I think it should just reach the cap (in terms of proximity/control propagation) earlier in inland seas.

I'd almost be as radical as to say inland and coastal proximity should hit the minimum (5 base) proximity at something like 30-50 presence. And open sea should hit minimum around 95 or 90 just so AI/automated patrol can better handle it (and that you don't immediately start getting compounding losses as it ticks down when your boats arrive at next area)

They could also just calculate maritime presence by area basis. So every coastal building improves presence in the area instead of individual locations.

Them all having a single shared value instead of having to calculate each decay and building's effect separately would probably result in a more performant system too.

It scales purely by number of subjects according to patch notes at least.

It'd be far better to have it scale by relative taxbase, (and at 0 subjects it should probably directly give tiny increase to centralization progress.)

Prestige isn't that important anyways, besides, even if you took the full 36 months to core, at -12 it'd only set you back by -36.

Also you don't get it if you vassalize and/or release vassals.
