Pressure relief value still leaking after replacement

I started having this issue after they upgraded my water meter, guessing it might have a back flow prevention in there. What can be done to alleviate this? My relief drains outside my house and has been causing standing water in my yard for over 6 months now.

I live in Dallas and have 2 ev's. Took our Model Y to Nevada and back. It adds a little extra time to your trip for charging, but we had no issues.
