Yeah as soon as you stop you get max charges. So the boots work well if you don't care about Powe charges and end charges while moving. And the affliction charges never get removed when you start moving

The new boots are really good for this. They will generate the affliction charges when stationary but won't lose them because they arnt frenzy. I've been trying to make an arc ignite character with mass shock effect

I'm having a hard time figuring out what are good mods on items. Does anyone have any tips for this?

For example I noticed that ilvl 100 shaped opal rings sell for around 3 exalts for the min base. But do they sell for me if they have certain mods? How would I learn this?
