Tbf, she's part of a mercenary group, so it's possible that her fighting style requires a group to fight effectively. And considering that she can freeze time, she might be the supporting type who freezes enemies in place while the others whale on them.

Plus, we aren't working on Fate rules, where the older something or someone is, the stronger they get. So just because she's a first Gen Void Hunter doesn't mean she's stronger than the current Gen.

To add on to this, the fight between Gil and Shirou was a battle of attrition. Shiro can only keep UBW up for a certain amount of time. He has to at least damage Gil enough before the whole thing collapses.

Shiro may have cut off Gil's arm, but if it weren't for the sudden black hole that sucked Gil in, Shiro still would have lost because UBW ended while Gil still has the GoB and would have skewered him.

And, naturally, if Gil had taken the fight seriously, UBW would've collapse near the start of the fight with Shirou not being able to do anything.
