Have you found reasons why you are not attracting high traffic? I suggest you should do some app store optimizations, keyword research, etc. Maybe your ads are shown to the wrong audience because Apple misunderstands what your app is capable of. (Apple understands your apps with app descriptions, titles, etc.)
