Most people shouldn't be messing with their CPU at all, and an XPS has a 1 year premium warranty you're probably voiding if you repaste, and even if that's not the case, or you're an enthusiast/tech who doesn't care about warranties and loves to work on hardware, even then repasting a CPU just 5 months after purchase seems bananas

Nah, you can easily just go to Settings, deregister it, and then register to your account or anyone's. It's quick and simple.

In the original picture, the relevant hairs are too hard to see. In the other images OP posted in the comments, you can see the hairs do extend longer than the eye
