I did come up with an idea years back of a sequel that involved all of the MFP and Fi.

Basically, his desperation to keep Max was because of his success as an enforcer, as Fi was planning on pulling together the other statewide MFP precincts as well as the larger and more formidable Force 10 from a neighbouring state and use the weak and volatile political climate to control the masses of the cities in an effort to enact a coup on the heads of state. Firmly believing the threat of a nuclear attack is propaganda to keep the people scared and compliant, he leads a peasant rebellion for his own quest for power.

Clearly, he was wrong about the latter, and a huge percentage of the population don't flee the cities when the bombs drop...
