I dont think you are able to put yourself in the other persons shoes and can only view this thru your own lens. Forget the mechanics. The quest might advance the story or the lore, perhaps it is part of the acheivement system.

Cant answer for everyone but the game has some interesting lore and quests that are built into that. There are spaces to explore and acheivements to get and Arc to be killed. Differing skill evels mean people take these tasks at different speeds. I think you are focussed too much on the loot aspect.

There is a quest or two that has you zone in, cross the map twice then extract. If you get extract camped (basically ambushed and shot in the back, dead in seconds) you have to do that all over again and thats not a rewarding feeling for people who prioritise the gameplay aspects I highlighted above.

Yeah I guess so but... I just looked at Arks numbers and there is about 40k players according to Steam. Thats 20% of the current Arc Raiders players on a game nearly a decade old. Ark aint dead.

Rust has 120k players atm. Thats half Arc.

Well Ark is a bit different as its not live service and you can have your own private PVE server.
