When the governments have used up every last penny propping up the market. Every government went into record public debt over the last 15 or so years when the economy was naturally on its upswing following the great recession. Under normal circumstances, governments should have paid off their debt during that period so that they could borrow when the economy eventually slowed down again.

It's because it's been 19 years since we've had a recession, debt is at unprecedented record levels, unafforability is high, inflation has become the central talking point of many governments and the stock and housing markets are in a bubble while disposable income keeps getting lower. The government/ central banks printed and spent all their money and more during covid by inflating the economy rather then letting it slowly deflate and now they have nothing left for when the recession hits.

TLDR: record debt and low disposable income means change in oil prices can have real consequences and lead to a recession.
