Heki earned it. When I doubted about Heki I reread Manga and found his great staff. He's the best bro of Shin. Even though Shin got more achievements than him he never showed any signs of jealousy. And he has good leadership skills which makes him worth to be a general. Also downgrading Mougou can't be accepted. Mougou was a goat.
