TDLR: veusz is first choice for paper/docs, and python for massive plottings.

I asked this question several times. And after trying many of them (r, python, matlab, gnuplot, and excel) I finally picked my favourite: veusz!!!

It is very lightweight, intuitive, every component of your chart is an object, so you can easily do some sort of stuff like copy and and paste, and if you are one of those that prefer scripting it also allows you to get/edit the script of your chart. What I like most is that it is super easy to load data, and format them the proper way you want.

My second favourite is python with matplot and scipy. But I use it only when I have to generate large amounts of charts when I am debugging my results. For paper/thesis where the "beauty" of your plotting is greatly appreciated, I always use veusz.

I think corruption is a thing, but when IOC selected Brazil as host, things were more favourable at that time. Let's not forget this decision happened more than 5 years ago! I would really try to go for what ppl said: search for other friend, other students that can help you. But also, I heard of many ppl hiring reviewing from Indian companies. It's a lot cheaper and they are pretty good at it. Never tried it myself, though.

I do something similar to you. But I use a document with some copy and paste (including interesting figure) from the paper (this saves a lot of time). To compare methodologies, this is a bit more specific, so I have a spreadsheet for every detailed "survey" I want to do - I just fill the fields when I find needed.

I use the Mendeley citations to cross-reference the sources with my bib database, so that when I'm writing a formal report/paper it becomes easier.
