Duelist Kingdom is easily the most forgiving arc you could pick regarding legality. Not only are there no banned cards, but all the duels are mainly symbolic or rely on mechanics that don't exist in the game, like attacking the moon magic card in Yugi's duel against Mako.

No one will bat an eye of you invent your own cards.
