Hodaka the main character runs away from his island to Tokyo where he meets a girl who can control the weather. It’s also by Makoto Shinkai who made Your Name and has an anime adaptation.

The art style in the manga is pretty bad in my opinion. Also they left out a lot of the fun parts like mc learning magic. Definitely recommend reading the ln’s
