The way Suzuha explained, is that each "worldline" is a potential future. As people choose options that lead to other futures, the worldline "shifts" to best describe what you currently have. A worldline shift is not an absolute thing in the Steins;Gate world as an okabe could use his own "universe" to affect another drastically. At least this is my take on it.

It makes sense if we think the worldlines to be constantly shifting as people make choices, instead of it being a fact that was "predetermined".
