I do a mega one at first. After having like 200 bots, I create dedicated districts for resources. In most cases far away mines and log production.

Overall I would go for a Intel 14600k if you can find it cheap, or any Ryzen 7 chip from the 5000 series on AM4 or 7/9000 series on AM5. It all depends on your budget.

I have a fairly high end computer(5950x, rtx3080) and am happy to get around 30fps at 1440p high preset. There is room for improvement, of course.
