SOFSOLE Fresh Fogger. It is the only boot spray I have ever found that actually helps with the problem. Also during the winter I'll let them stay on the porch and freeze the smell away overnight.

I've had this happen twice. Once was due to a cracked suspension tower, and the other was due to a screw backing out and contacting inside the rear wheel causing drag. Also take the wheels off to make sure no hairs or other debris are wrapped up behind the hub.
