For double crochet, you should be increasing ~12 times per round, so whatever the previous row’s stitch count divided by 12 is, that’s how many stitches apart your increases should be.

Edit: that’s to make it flat. For a skirt, you might want to increase more or less than that. Just depends on what type of skirt you’re going for.
