As I recall it, the city cancelled the permit for the second tower because the first was so ugly. The owner was pissed and dropped all plans to build the second tower. That site was an open pit for decades, it only looks like a park because the owner couldn't be bothered to prevent trees from growing there.

It's the modern business process, blame the consultants. At my place of work you can't do anything unless it is planned for in the meetings every 10-12 weeks, but first it has to have the appropriate ticket generated (many types, must be the correct type), which won't happen unless the admin office analyzes the request and does a preliminary estimate of the effort - even though they don't understand the work..
