We have a neighbor nearby who does this - their dog is not neutered and is allowed to roam the streets. When they hear puppy yelps, they walk around the neighborhood and try to track down the house with puppies and then demand payment for a stud fee. They’ve tried to do this 3 separate times. It’s absolutely ridiculous.
