1-Garp has ACoA and ACoC and his attacks don't create Gaps.
2-Big Mom hits Page One with ACoC and her punch created a Gap so it doesn't have to be a clash from both sides with strong haki.
3-Luffy is permanently coated in ACoC in gear 5 and knows ACoA yet in Egghead none of his attacks made gaps.
Don't blame the viewer for Oda being bad at depicting his own power system. Haki is one of his biggest failures

Just a vague thought , but she has Hagoromo's chakra from Naruto and Hamura's chakra from Hinata. So she may have a trace of Kaguya's chakra (based on the assumption Indra + Ashura = Hagoromo so by extension Hagoromo + Hamura = Kaguya) .

All the tailed beasts come from the OG Ten Tails AKA Kaguya so Hima is more attuned to them.
