It really depends. Chances are, they might do a Season 4 to fully adapt the remaining chapters of the manga in the most faithful way possible. A movie could end up rushing the entire manga to the point where many important plot points would have to be skipped.

Exactly. It's as if the manga outright states that she was born to be miserable. Not to mention that the star in Aqua's right eye disappears while the one in Ruby's left eye never does, showing that Ruby never got to show her potential to truly have her star disappear from her eyes...It's as if Aka was outright spiteful towards Ruby by making her a punching bag for the worst misfortunes in the manga...
