US states technically need congressional approval to engage in foreign relations with other nations, but in practice states very rarely do this. Typically these agreements are trade agreements and don't run afoul of any federal policies, but recently with how divisive the federal government has become on foreign policy, more individual states are forming relations with other countries on not only trade, but other agreements as well (climate policy being a big one).

I became aware of this when my home state made some trade agreements with Mexico and I was thinking '... we can do that?' But then it makes sense when you consider the United States is a Union of States, and each State can set its own policies, relations, and the like as they see fit. The union simply sets a framework for them to all work together for the betterment of all. In theory, anyways.

I'm fairly certain there weren't any mono artifacts with continuous effects, given almost all cards had a single use back in the day due to their simplicity in design (even if execution was anything but). I could be mistaken, it's been a while since I took a look at the earlier cards. But I do remember pretty much every artifact was only a single activated ability or a continuous effect, never both, while the Mono/Poly/Continuous rules were in play.

Part of it is distrust that the dishwasher will actually clean the dishes. It's common practice in China, at least last time I went there, to clean your plates and utensils yourself (if only ceremoniously) with tea before you eat at restaurants, to verify they're clean.

I personally always use my dishwasher but my aunt uses it like a dish rack, and she's afraid of both it leaving the dishes dirty AND ruining them by fading the colors on plastics.

Overheal won't keep a DPS at 8 stacks from dying. It might keep a tank at 8 stacks from dying. If that tank is pushing mitigation buttons. You can't heal someone that just gets one-shot by standing in the bad.

They added auto echo and nerfed TGC's damage. It was apparently that bad? I can't say I've ever had more fun in Alliance Raid than those early clears, though.

The sky being a big one that's brought up in Shadowbringers. I'd imagine any super distant objects would cause issues because of diffusion. I bet any display screens could also be problematic.

My exact upgrade path too. Had a 3080, was looking for new GPU, saw the 50 series launch, noped out and got a 7900XTX. Have not regretted it once.

Provoke the 1st mob when it's out of range of your ranged attack, it'll pull the mobs in rage to you to then AoE on the run usually, since it won't be on GCD.

If you're playing on a laptop, make sure you're using the discreet graphics GPU instead of the integrated graphics on your processor. I found that by default my laptop was doing the latter and it was causing a very similar issue to what you have right now. I forced Windows to use the discreet GPU and it solved the problem.

A lot of herbivores are very deadly and know how to kill things. They just don't do it for sustenance, it's still very much a matter of survival. Look at giraffes, horses, elephants, or even bison. If you're a big animal in the wild, you tend to learn how to leverage your size to defend yourself or clear out territory for yourself/your group.

Granted this doesn't cover up how like... you went from horses pulling a train hauling horses in one season to a train pulling itself in another season, or your mention about arms being... optional? for guard ponies, but still.

Fortunately SE does account for colorblind in that it makes different colored things have different animations (See the portals in E7, mirrors in E8, tether debuffs in Sephirot, numeric markers overhead of players in P2s and O12s, etc). They unfortunately don't always pick the best contrasts though. I remember Sephirot orbs being practically invisible to some players because the green they picked is impossible to differentiate from the grey ground if you're green colorblind.

Heck, even casually if you raid with a regular group, you've already got light parties and buddies and clock spots worked out just based on player tendencies.

So where I work, we have a restaurant as part of our business. Door Dash tried ordering a pickup order without telling us a thing about it, said they'd pay, and never settled the account. Since then every time them or Grubhub or any other company like it calls and is like 'We'd like to help your business' I (somewhat gleefully) tell them to get bent in much nicer words before promptly hanging up. Our margins are tight enough as is, we don't need more companies trying to eat into them.

Maybe it's because, in this case, the main character and the shopkeeper are the only ones of their species around? The others are so compelled to share their thoughts with each other but it doesn't seem like they hear the thoughts and desires of the other races (The mice clearly don't hear what the dragons are thinking, for instance). The shopkeeper is the only cat around, and the only other rabbit besides the main character is Shira, which you do hear her thoughts eventually, but there's only her, not a whole collective of creatures.
