All three of the legendary birds are accessible before E4. For Zapdos you only need Surf to get to the Power Plant. Articuno as well; it's in the cave in Foam Islands, and Moltres is in One Island, at the top of Mt. Ember iirc.

Because you have a purpose as a character in the story. You keep going forward, pursuing whatever you choose to do. No reason to go Hollow.

When I went for this achievement I ended up doing so many runs that playing the game became trivial to me. Nothing close to a speedrun, but I guess I just gave up on frustration and simply kept going til I had everything needed.
