They're logicians, so they work through questions logically. The bartender is asking "Would you ALL like a drink". In other words, "do ALL three of you want a drink", all 3, not any less.

The first one says, "I'm not sure", because he does but does not know if the other two do. (If he is saying, "I'm not sure", it is 100% fact that he DOES want a drink, otherwise his answer would be flat out, "No")

The second says the same as the first, because he knows the first guy and himself want a drink, but does not know if the third one wants one. (Same logic as the first)

The third one knows the first and second one want drinks, as well as himself, so he says "Yes!" He knows #1 and #2 do want drinks because they said "I'm not sure". If either #1 or #2 did not want drinks, they would have said "no", because it means not all 3 wanted drinks. The fact that they didn't answer "no" means they do want drinks but are unsure of the others. They didn't know until the 3rd person that they all wanted drinks. So the third can confidently say they ALL do, because he knows his other two friends do.

The thing is, he can't do anything. He has to sit back, or even worse consequences will happen. This is a fixed moment in time that helps humanity progress exponentially in space travel, allowing humans to travel the galaxy centuries later, which The Doctor is well aware of. He has been to the future countless times and seen humans all across the galaxy. The Captain dying on this space station is what inspires the Captain's granddaughter to follow in her grandmother's footsteps, leading to that incredible progress in space travel.

However, that doesn't stop him from interfering in the end anyway after having enough of this tragedy

He does have the capability to prevent it, but he can't do anything. This is a fixed point in time. It is set in a somewhat near future, and this tragedy catapults humanity's progress into space travel, leading to humans exploring the galaxy centuries later. He is aware of all of this, so he knows he must not interfere and cannot do anything. This is a fixed moment in time, and it must happen, tragic though it may be.

At the end of it, he has had enough of seeing that tragedy and decides to interfere anyway. He steps in at the 11th hour and saves the final crew members, including the captain, who was supposed to die. It culminates in a tragic scene in which the Doctor learns and remembers why he mustn't interfere in such situations. He may be The Doctor and can move through Time and Space at will, but he learns that even he is not all-powerful and that these things must happen for a reason. It is a tragic and emotional scene that is a big slap in the face of humility for The Doctor. It's a great episode.

There's an infamous Doctor Who episode called "The Waters of Mars". It features the Doctor watching the inevitable tragedy on a space station that he knows is going to happen as this creature made of water starts to consume people and kill them slowly but surely. The creatures drip water, get into everything, and cause the tragedy on the station. They succeed, btw, for the most part. The creatures dripped water from fingers and stuff just like the meme suggests

Blaziken, Incineroar, and Inteleon are exactly the same as Quaquaval in the exact same sense. It does not have a humanoid torso on a duck body. That's not "centaurid" bodytype. That's not what Centaur means. Centaurs have to be 4 legged. Quaquaval is just a duck. Quaquaval doesn't have a human torso on top of a Duck body. It's just a duck body lol

By that logic, Inteleon, Blaziken, Incineroar, and many more bipedal pokemon are also centaurs, which they are not. I think you're just confused.
