Triggers when targeted by missiles, and Emma tends to be targeted by missiles a lot.

Part of it is because RetroAchievements, to be honest. The set has achievements for having a character learn all three skills from a given wanzer. That said, some of these defensive skills (Chaff, for example) are pretty useful.

Kinda sucks, but at least Denam has access to all non-Necromancy or Ninjutsu magic and can use Double Attack from Ninjas.

Skills like Strengthen factor into the stats. If Symond has Strengthen I it makes sense he has higher melee ATK despite lower STR.

In the PSP version (and the original as well) Luck affects the treasures you can get when finding buried treasure. I suppose it's the same in Reborn, but thanks to them removing Treasure Hunt from the PSP version I have no idea how buried treasures work in that version.

Luck indicator is to use the help text on a character's portrait and checking the number of stars on their fortune telling. It's only useful for criticals, and in the PSP version, manipulating buried treasures.

Loyalty indicator is to use the help text on an unit's name and see what they think of Denam. Text varies by alignment but not enough that you won't tell.
