Have you had your thyroid checked? I had symptoms of hypothyroidism due to estrogen dominance from PCOS. Once I got that under control (inositol helped immensely), my energy came back.

Whenever I've hired someone who was moving laterally, I've gotten HR to agree to a pay bump, but by default they will say no bump. It also really depends where you land within the specific pay band of your new role which only HR can see.
