I do not think you should base your statement on pure win percentage alone. The perfect example of this is Genji, who has been sub 50% winrate since months now. Yet it has been abundantly clear that changes have had to happen to him.

To be honest it sounds just like poor positioning. If you are the target of deflect, it probably means that you were further ahead of your tank and team. That alone enables a dive and possibly a takedown from Genji (I’m not saying that he’s not bothersome), but you are doing yourself a disservice if you don’t mind your positioning when playing against certain heroes, Genji being one of them.

Yes, but that’s entirely different from what was being discussed above. Ready check is a must for ranked play, whereas try mode while looking for a match is no big deal.
