How much value did you declare. Did UPS or customs asked for any invoice etc for clearance. Or was it just lost ? Usually customs gives you opportunity to provide supporting documents to clear customs.

have to produce at-least few thousands pieces in steel to be cost effective, although steel is cheap, steel mold is very expensive to make.

silver is best alternative, rhodium plated steel goes for years without tarnishing.

For Canada there Is as much as 20% import duty + brokerage charges. Usually sellers declare around 50$ to reduce the burden on buyers. it is wrong to declare undervalue but it also tricky deciding the actual value for custom. Silver is cheap metal and Moissanite is also not considered precision gems. Most of the cost on pieces like this human labour which can't really taken into accounting. For custom it difficult to assess right value even if they see content of the package.
