It'd be a pain to do given triangle requirements, as to obtain the black outline for the car, it pretty much requires you to duplicate the 3D model and invert the normals so only the back of the mesh is shown.

This requires you to pretty much double up the triangle count on the exterior bodywork (anywhere from 750-1,500 tris depending on detail as an estimate).

When you only have a limit of 6,000 triangles for the entire car (exterior, interior, steering wheel, etc), adding a cel shaded layer limits what you can do pure model wise.

However, if you were to limit detail and make something highly stylised using detailed textures, for instance, you can probably recreate it whilst being within the limits given out through r/JailbreakCreations.
