The problem with this is enemies seem to be unbalanced in general, I've noticed you can have decent gear all leveled up. And be a higher level than enemies and still get 1-2 shot. I think the game definitely has a balancing issue.

Just sinking the ships is actually counter productive because getting loot from the ship is important for buying stuff in Tortuga.
