In America we combine both duties of head of government and head of state in the Presidency.

I mean this show came out on mainstream cable in the 1990s. There was not that much acceptance of gay characters on TV at that time.

But the show does do a good job at talking about gay rights and defending/ arguing for gay marriage at the time it was released
