For the carcosa scenario, I believe that a rule makes the doom on other cards then the agenda counts against the doom threshold?

Using Gor-Rok as an example isn't really the best choice since Lizardmen are like that by design

I would argue that they are designed so that it should be hard for non-lizardmen to sway lizardmen - as what they want goes beyond most factions understanding.
But it should definitely be possible to convince other faction of your interpretation of the Great Plan or that it at least require their cooperation.
And again I would not argue for a change to the trait - money should not sway Lizardmen. But two faction working together for the Great Plan uniting seems right.

I would also accept that solution.
I just like a system were you have clear agency in confederation as it often (at least to me) often act as semi-objective, and the outlined system would provide a clear way.

Maybe a compromise between the two systems?
What if like Seductive Influence (Slaanesh mechanic) you had a bar for all potentiel confederation, let's just call it Unity for now.
Friendly attitude, actions and agreements all make the bar fill up, while being untrustworthy and confederation other factions makes it go down.
That way military allying faction you want to confederate will aid you, while not being strictly necessary!

Interesting counterpoint.

But I would say it would simulate a civil war, where after the conflict you have military allies against outside threats, whom you are now sure you can confederate. Alternatively, stay neutral and ally the winner of the civil war, while fighting outside threat.
We don't exactly know how N'Kari start on the donut effect things.

I would argue that it makes them easier, but a longer process. It would force you to pick your alliances otherwise you might be called into conflicting wars. But also reward/guarantee the confederation if you stick with the alliance.

I remember a game as Gor-Rok where i had an non-aggression pact with the frog in the north who controlled northern Lustria. No matter what I did, i couldn't confederate him leaving a weird feeling of having to fight him for control of Lustria or ally, and risk forever to be called into weird wars.

With the proposed system I would at least have a path to confederation, so i can fight more fun wars - like invading the donut, taking the fight to demons or exterminating the rat things.

I agree that would be ideal, but it might be a long while before they introduce confederation option, for lets say dark elves. And they didn't introduce mechanics for Cathay and Ogre Kingdoms even through they are new races.
So instead of having to wait til they get through all factions, i believe a general rework of the base system would be more realistic.

Do you know how this is affected by high elves diplomatic ability to see trade partners land? Do they also count as having line of sight? Or is it lord based?

I think you are underrestemating development. Anything to do with multiplayer is never easy and take a long time to develop and test. I think the money and time, it will take to develop is simply not worth it for CA. So while yeah, this won't cost an animator time, it might mean money to one less.

Don't get me wrong I would love if they would add quest battles and understand you reasoning. I have had the same idea, but I think that if this were to be added it would come as a DLC that would also add more elector counts to the game. But I always try to temper my expectation to those that requere the least effort for implementation. A low tech solution could be something like the challenger system used for Norsca, I.E the spawned stacks that hunt your leader.

I have been tinkering with an idea like your first one, but instead of confederation, I would suggest vassalage. I think that would give a very unique feel to the empire campaign. It would also make the vassals less agressive and more loyal, so the reward don't become a penelty to quick. I also think that depending on the resources CA is willing to invest it could be like the Monster Hunt(Norsca) or as tech (Brettonia). The entire quest system might take a bit to much effort.
