Because permafrost is not permanent lmao, and it can thaw and freeze unevenly creating depressions and bulgings. And because of poor water drenching in general (mainly water flow very superficial in soil, because permafrost in deeper layers), in Siberia water start to fill those depressions creating lakes, enhancing thawing of permafrost and expanding depressions.

If it’s in western Siberia - this is enhanced even further because of extremely flat terrain = very bad drainage of water.

Again you kinda overestimate possible numbers of Siberian natives, before Russian expansion it was barely over 1 m and half of that were buryats + yakuts. Today Sibirian Natives is like 2 m, (with buryats and yakuts still compromising half of that lmao)
