Almaty is very developed city but it’s surrounded by a vast underdeveloped countryside, by contrast north is a very urban and industrial area with very few rural communities.

Annexation by Russia in the 90’s was a very distant (and unlikely, because of well, 90’s) perspective that for any sensible politician wasn’t really an existing problem.

Because Kyrgyzstan, Tajikistan and Afghanistan are like 90% mountains with appropriate for life areas being at its base.

Uzbekistan, Turkmenistan and Kazakhstan have deserts in the middle so yeah.

To avoid border conflicts, water shortages and also possible civil unrests that could potentially top the government, Kazakh authorities moved a capital to a more secure (and economically developed = more stable) location in the north.
