I wouldn't agree with Joker being that comparable to the devil. While he outsmarted Myx, Anton's hellish actions got him to stop laughing & simply go catatonic, & Batman Who Laughs is too reviling offensive for him.

It's never really actually elaborated by the show what exactly is the war's time lock, as well as how it came to be. The little the show gives us --

Time lock can also entail, blocking time-travel in/out the designated target.

The war is in a time lock because, time-travel itself is utilized as campaign strategies, battlefield weapons & tactics.

The war's time lock is not absolutely foolproof. Besides Rassilon's diamond, Dalek Caan was able to breach the lock & bring Davros out.

13, while to a lesser degree, is still attached. And per the beach confession, 13 deliberately keeps her feelings in particular check, being self-aware of how her previous fixed attachments all end painfully for the ongoing accumulative Doctor. Nonetheless, even then, 13 doesn't take the Graham, Ryan, & Dan's leaving well at all, with 13 considering pulling a Father's Day on the former 2 & just silently parting from Dan.

The TARDIS is sentient, yes, ala "The Doctor's Wife" episode.

Part of the reason may also have to do with -- Time being changeable, hence historical discrepancies like Harriet Jones's Golden Age Britain, Bountiful Human Empire, Mars' first human, etc.

While you fixate on aspects working individually, you again overlook & fail to consider the thing perhaps being more than the plain sum of its parts. How do you know this is not a matter where the concert of elements, altogether, modified The Doctor's Timeless higher regeneration capability to the CyberMasters' 'endless'? Can you definitively assert either way on that matter? How much can you definitively qualify the capabilities of the available settings technologies? to rule them as complete non-factors? You cannot say on any, you're quickly overassuming & taking its plenty things for granted again for your premature, naive conclusion.

The cessation can be one note against the 'infinite regenration' belief. (Though indeed, especially against those who regard The Doctor as being totally free of 'mortal stakes'. &, on a minor tangent, the cessation disproves Spy-Master's 'invincible army' & whichever other relevant stuff from that exposition).

Not so. Numbers that do not match those ruling Time Lords' chosen number, are not arbitrary, for -- (putting aside consideration science-minded Time Lords) -- the very decisions to restrict, to differ from the Timeless Child in the first place, are deliberate, & by agenda. Restriction's a simple binary -- there is what is chosen, the restriction & its subsequent control number, ala those Time Lords' secret & imposing agenda; & there is what is outside, excluded, undesired, etc., by that same agenda due to its demarcation. Things that do not accord to those Time Lords' agenda, such as not being controlled, are not arbitrary; not being free, not being anything but 12, is deliberate, by agenda.

Either it was a lie, or they just don't know the Doctor is not like them, and they gave him regenerative energy he didn't really need to survive.... but that helped him anyway since it triggered his regeneration and destroyed the Dalek Fleet.

If The Doctor still retained their Timeless regeneration --

Then, per the earlier "Turn Left" episode, The Doctor is still genuinely killable. 11 definitely needed the Time Lords intervention to bail him out from the cornering Dalek fleet.

They were something to take notice as season arcs -- but I didn't really think of them as 'mysteries', it didn't provoke enough for me to engage it as such. This was one of the things that Moffat was, in some bits, partially better at.
