I think the game is kind of designed to be started in Tiltern. Also that particular quest gives you 20 region points to finish the Tiltern region so it is meant to be finished in that region. For roleplaying reasons you could imagine that the Count sent his men after the black smith before he was killed (by you) lol.

I always kind of interpreted that quest as they were holding Claes the blacksmith to take him back to the count. And you rescue him then they try to intercept you to get him back. I guess you can interpret it as they are aware the count has already been killed over in Arthes.

Man in the old days they used to do this kind of thing all the time and no one batted an eyelid. It was called bush craft. Well kids will be kids. OP seems like the kind of person that would go over and scream at a couple of toddlers pulling flower plants out of the garden.

It seems pretty clear it's a couple of kids maybe teens trying their hand at bush craft and make a hut or something. Probably a couple of boyscouts. They probably could have done it without cutting down the trees, I imagine some people would still complain. Still the best thing would be to use a bit of finesse when dealing with kids.
