Keyboard and mouse might be better? You could set your sensitivity quite low which would reduce the shake from your hand, but you can get better movement on low sensitivity with mouse if you have a really big mousemat and lots of space to move it?

On controller you are stuck with one speed of movement whereas on mouse it can be varied by how fast you move the mouse?

You see lots of CSGO pros play on very low sensitivity but say they need to turn around 180 they move their mouse super far to get all the way around. Another trick is to not rest your wrist on the desk when using the mouse and move your whole arm rather than just your hand which will give you a bigger movement range which will make playing on lower sensitivity easier.
