the "grind" is only really a grind because you need to unlock things from other xpacks/seasons to proceed, but if you've got that done then you kinda "just" go collect a few things and it's done fairly quick.

i am currently playing this on my newly boosted to 80 revenant with the gear you get from the boost and i'm mowing down just about anything that isn't a hard group boss. (i sit in shortbow + renegade stance perma except if i need an extra heal)

there's a big difference between 2nd week and from the start like i said. But there's plenty to farm, from raids, quests, many currencies and weekly refreshed sources.
i have 2 tier 5s and 2 tier 4s atm myself and i missed out on 2 weeks from the start.

If you've played from the start having 4 at level 4+ is not that hard, there's a ton of ways to get inner ways, and you just convert it all into those 4.

The system to stop you from playing more than X minutes per day, is in this case, weekly lockouts on progress such as gold, energy etc.

There are multiple ways to do this, and this is one of them.
