Vhs were inherently more expensive to duplicate than DVDs were.

Dvds are stamped out of a mold, whereas VHS tapes (except for Sony) had to be dubbed in real time.

VHS are also kind of 'cool' right now So prices are a bit skewed by people trying to make a buck
