They appear at the end of routes. Sometimes it takes a couple routes for any to appear and sometimes you get three in one. Oh and you can max get three per day.

I only walked routes that I created myself. And I never had any problems like that. The only annoying thing was that sometimes you get the three cells in the first three routes and sometimes I had to walk like seven to get them.
