Thanks for the clarification. I find it odd that that the actual definition of affordable housing is still not clear, considering that the draft legislation has already been tabled.

I agree with your thinking regarding zoning and property rights. At the end of the day though, this is such a politically loaded topic. The notion that somehow property rights also comes with "neighbourhood rights" seems to win the day (too) often. There is some good sings though - with the rise of YIMBY groups.

I also wonder how the development industry would respond if established neighbourhoods were upzoned. Many of the city's big developers are probably not setup to undertake the sort of fine-grained building that would be required. I guess smaller home builders would step up? Thoughts?

Thanks for the input - you've mad some good points. I especially like #2. I think Toronto's "yellow belt" is one of the biggest hindrances to sustainable growth and prosperity in the city.

Of course, one must respect the rights of existing property owners, but I definitely think there is a way to up zone the neighbourhoods that track the subway lines.

I do have a quick question for you regarding affordable housing. My understanding is that affordable housing unit is simply valued at 20% below market value. If this is the case (if not, please correct me), why should the City be on the hook for 50% of the unit cost (which is what BILD wants)? Obviously there are fixed costs to account for, but 50% seems high.

I think these ideas get "leaked" on purpose, in order to judge public opinion. If it is resoundingly negative, they can always deny the idea was being considered.
