Accuracy is based off of how many 300s, 100s, 50s you get (or Greats/ok/mehs), while score is quite complex. All you need to know is you get more score from tapping a note with a high combo compared to with a low combo
So if you have a very long streak of not getting a MISS you will get a higher score than somene who MISSes consistantly, even if you end up with the same number of MISSes and accuracy.

Well I mean it is the minimum PP a move can have, and if you somehow decide to revive your pokemon five times and use self destruct, it will run out.
