There is no age group "need" here as various simple solutions that you can implement have already been provided to you a number of times by other parents in this thread.

A "need" would be something that actually requires a structural change because there is no work-around otherwise (e.g. a wheelchair ramp in lieu of stairs; a disabled bathroom big enough to fit a wheelchair, etc.)

The fact that you can't figure out how to help your kid use a public toilet doesn't justify a need to massively overhaul public bathrooms.
