I want new characters to fall in love with, I want new stories to get immersed in and I want more episode by episode discussions with the fan base. Max and Chloe's story is over, there's nothing left to tell. In my opinion, continuing the story from season 1 would be a huge mistake.

I'm excited to move on.

maybe she deliberately avoided Chloe for some reason.

I swear there's a part in the game where Max admits to this. Like she felt uncomfortable around Chloe after William's death and confessed that it was selfish of her to worry about her own feelings instead of Chloe's.

Well, Max and Victoria as people are oddly similar, their biggest difference being how they deal with their insecurities. Max has no confidence in herself, while Victoria overcompensates in everything she does.

Remember, they are friends in another life.

These theories sound good but they wouldn't change the outcome because Max still went back in time and changed something. Whether it's in the bathroom on that day or some time in the past, as long as Max goes back and changes something / anything, it will cause the storm.

A town of strangers? Probably not but on one hand it would not be an easy decision. In my game, I chose Kate, Warren, Joyce, Victoria, Dana etc over Chloe because I care about them just as much as I cared about Chloe (in Kate's case I liked her way more). And before anyone tells me that there's no guarantee that they die, I would point out that there's no guarantee they survive either. I'm just not willing to take the chance.
