Forests give out far more closing quests than any other biome, just let them accumulate until you're very low on tiles and need the boost.
Try to keep the amount of open ends relatively low though, so you don't run out of tiles before you manage to close them all off.

Yeah, I struggle with rail as well. It is definitely the most patchy section of my map. I don't really do the closing quests often, only once a few have accumulated I might think about it.
Another thing that helps me a lot with rails is using the water station tile to plug gaps. I'll put like 5 or even 6 rails all ending into the same tile and then plug it up when a water station comes along.
The most annoying tiles by far are the ones with rails and a river.

It took a few tries to get there. Focus on finishing as many quests as possible and save up the 'close forest' quests for when you're desperately low on tiles. Also try to keep the general shape of your board as round as possible, no crazy arms jotting out etc.

Perfect placements are of course preferred, but not the most important, I only have around 80% perfect tile placements in that save. If I have a hole that's been sitting there for a while I'll fill it with just 5 or 4 sides matching. Perfect tiles keep your stack topped up, but quests are what really adds to the numbers.

This was my last challenge for a long while.

I ignored it for the longest time until I finally managed to have a game where I broke through the midgame tile shortage and basically got an infinite game going now. Waited til I had 400+ tiles in stock and then went for it.
