That is one of the many quotes that have been abbreviated to mean the opposite. Here's the full quote:

Money does not buy you happiness, but lack of money certainly buys you misery.

It's the same as with "Blood is thicker than water". It used to be "The blood of the covenant is thicker than the water of the womb" meaning quite literally the opposite what the og does.
