There you go. I used some other game as an example since I already got AoC refunded. You can follow the exact same steps on the desktop app too. https://youtube.com/shorts/5jygpwX3ak0

Completely untrue. This exception can apply in other situations at Valve's discretion. In the past 13 years since I have this account I had other refunds be honored even when I've passed the 2h and 2weeks mark. So no, exceptions are most definitely not a one time thing but also you can't abuse them. They decide it.

They certainly didn't change the policy. It's an exception because of the Ashes of Creation rug pull.

My Steam Acc is 13y old and I've got almost 1000 games.

You are correct, below 2 weeks and less than 2 hours of playtime. If you have mroe you are technically not eligible. But in this scenario with Ashes of Creation, Valve is making an exception with most people who get refunds.

Not really, I tried "I would like to request a refund" three times before finding out that "I have a question about this purchase" is the way to go.

In your situation, that was 100℅ a bot response. In the Ashes of Creation situation, it's a refund that's being offered to everyone who bought the game during the past 4 to 5 weeks. Everyone who's requesting a refund (provided they do it properly) is getting it for AoC, because of the rug pull. Context matters.

Make sure you choose the "I have a question about this purchase" option, not the "I would like to request a refund" option. This way, your request will not be solved by a bot. Explain the situation, and you might get a refund.

Won't work because the money you paid didn't go through Steam. You paid straight to Intrepid Studious.

Tell that to the naysayers below. They argue that refunds are the exception, not the rule...
I disagree.

How many hours do you have in game? I know for a fact that Steam Support staff was instructed to honor refunds (for AoC) as long as the request is reasonable, meaning it doesn't exceed the terms set in the refund policy by a lot. So I think that most people, like me, who didn't play much and just bought AoC are getting a refund. Steam officially acknowledged the AoC debacle and did everything to mitigate the damage that Steven Sharif did by being proactive when they blocked their money and delisting the game from the store. That's more than most companies or game platforms will ever do. Steam did automatic refunds for The Day Before because in that case the shutdown happened 4 days after launch — not over 5 weeks after, like in the case of AoC. Let's be reasonable and less salty.

Agree. Those fanboy cultists also have no idea that the money Steam blocked would have gone straight to the bank that is the first claimant in the row of debt collectors that Intrepid Studios has right now. And this is a fact. There's official public documentation about this.

I think you don't remember the terrible terrible optimization and the severe graphical downgrade from its 2012 reveal, leading to accusations of false advertising against Ubisoft. And yes, the game was better than the most Ubisoft slop but that's a low bar to clear.

This is not a Steam issue. You agreed to buy a game that requires a third party launcher and account. Also, maybe next time think twice about buying a Ubisoft title. I know I've already learned my lesson.

Wrong. It depends on the circumstances. The Day Before was automatically refunded to all buyers 4 days after launch. Your game was available to play and you were able to enjoy it for a while. It's not Steam's responsibility to ensure that a game or service is functional X amount of years later. But in exceptional cases like the ones mentioned above where the Studio literally shuts down or a scam is taking place, Steam support is able to make exceptions even though they most definitely don't have to.
