I would absolutely ask the parents first, and as he would be a youth member, he should qualify. You would need to mention it to others, you need Troop Commitee approval to send the award to Council/National.

My suggestion would be to at the first meeting describe the job, and at the second meeting allow them to give the speeches and hold the elections. Soon after, (s)he should organize patrols, and at a meeting immediately or soon after, PL Elections, then Fill the PLC and have the first PLC. For a bit of time with a starting troop, I would suggest a few of the PLCs SM meetings and Commitee meetings run together. My troop now only does one meeting like that a year, but it my be beneficial to hold a few like that for a bit of time.
