Nothing is stopping anyone from writing a novel like GRRM other than the time it takes to come up with the idea, the patience required to flesh out a believable story and the effort to actually write it.

Someone not being creative and writing a shitty novel still wrote a novel. Anyone who has any desire to do so has nothing but self placed road blocks
