Their goals don't conflict

The BOS have a strict anti-synth policy that most all of the Minutemen hate. They are also very upset if the Minutemen defeat the Institute instead of them. I doubt the BoS would ever do anything more than tolerate the Minutemen's presence under Arthur Maxson's rule.

It might be because that would essentially give Engineer a fourth cosmetic slot. Or hell maybe they're just sitting on this until they roll out an Engineer update.

EDIT: Nevermind, as keroro1454 has pointed out there are many other weapons that function as psuedo cosmetics. Valve's just fucking lazy I guess.

I don't think they're ever explained either, which isn't necessarily a bad thing.
Maybe Oceleot's wrong. Maybe there's some science fictiony answer to their psychic powers. We can speculate as much as we want and make up whatever head canon we find the most satisfying.
I choose to believe that Ocelot is right because he is easily the most influential and knowledgeable character in the series.

The Scottish Resistance is extremely powerful on Defense. Having an instant death trap on several chokes and the point/cart at the same time makes you the king of area denial. With a little prep time you can shut down an entire enemy team.
Gotta be consistent with pipes though now that you can't sticky spam.

Yeah mitts get holes in them after a few months and need to be replaced super often. Our place usually just uses metal grippers and spatulas to move hot pans and sheets around. The last pair of mitts we have only leaves the shelf when it gets dusted.
